Children and young adults who meet the following criteria:
Ages 8–17 diagnosed with an Emotional Disturbance (ED) or Severe Emotional Disturbance (SED).
Young Adults-Ages 18–20 diagnosed with a Mental Illness (MI) or Serious or Persistent Mental Illness (SPMI).
Have Medical Assistance–based insurance (MA, PMAP, or other MN Health Care Program).
PDS Mental Health Professional can complete the mental health evaluation needed to confirm eligibility for CTSS services.
CTSS provides flexible mental health services that help children and young adults build skills to function successfully at home, school, and in the community. Services can occur in the home, school, community, or office.
Individual therapy
Family therapy
Group therapy
Crisis psychotherapy
Delivered by a mental health professional, clinical trainee, or mental health practitioner.
Crisis Planning
Mental Health Service Plan Development
CTSS supports youth and families in building skills to manage:
Anger or aggression
Difficulty following directions
Refusal to follow rules
Peer relationship challenges
Anxiety or depression
Family conflict
Emotional or behavioral difficulties that impact daily life
This is often a more intensive service than traditional therapy and works best when combined with ongoing counseling.
A mental health professional must complete a diagnostic assessment (PDS clinicians can provide this).

An Individual Treatment Plan (ITP) will be developed based on the child or young adult’s needs and goals.
